Marvel Universe : Neo Human

  Pentagon, sub basement.  A committee of men in shadows are gathered in a "U" formation behind desk.  In the center of them, seated are Peter Gyrich and Valerie Cooper.

Man In shadow1 (MIS1): "So Director Gyrich, what makes these...Neo's?  Isn't that what you call them?  Neo Humans.  What makes them so special and why would we even consider your proposition when there are a tons of superhuman teams out there that don't require tax payer dollars?"

Peter:  "That answer is simple.  They don't answer to us.  How many times have the Avengers kept secrets from us....SHEILD?  These Neo Humans would answer directly to the United States Government and no one else."

MSI2:  "These mutants you're suggesting...need I remind you of Scott Summers, the who X-Men...mutants..."

Valerie:  "Not mutants sir.  Neo Humans."

Valerie looks at Peter and smiles

Valerie: "May I?"

Peter:  "Please do."

Valerie:  "As you all know I've worked with mutant teams for years, X-Factor worked for the government, but there were problems."

MSI1:  "Understated"

Valerie:  "The question is why?  Do we allow soldiers to take tanks home?  No.  Why not?  Let me answer that.  It's because they would have the choice to use and abuse depending on one bad day.  That's what superhumans...mutants are.  People allowed to take tanks...and in some cases, so much more home, to use and abuse based solely on their individual decisions."

MSI3:  "What makes these Neo humans different Dr. Cooper?"

Valerie:  "I turn your attention to screen one.  Genosha."

MSI2:  "Mutates..."

MS14:  "You are talking about a serious civil rights...."

Valerie:  "Let me continue gentlemen.  Genosha had a great idea but they took it too far.  Our teams have reversed engineered the mutate skin suit technology, the suit can come off and on."

MSI5:  "Yes but we are still talking mutants."

Peter:  "No we are talking Neo Humans.  People who have the potential to be mutants but aren't.  Graydon Creed is the perfect example, both his mother and father were well known mutants, Mystique and Sabertooth, yet he was human.  The potential to become a mutant was always there and this suit opens the potential....but only when worn.  Beyond that there are those that carry a gene that could allow their offspring to be mutant.  So taking what we know we've screened the DoD for individuals with these traits ....now with the suits we have our own group of superhumans."

Valerie:  "Exactly.  The suit is the tank...and we through design, control the suits.  Without the suits they are powerless normal humans, with them..."

MSI1:  "Perfect superhuman soldiers."

Peter:  Yes.

MSI1: "So what about this one?  What does he do?"

Peter:  "This was our first success.  He's been active for over a year now and as the case files in front of you show, has exactly what we need to lead this group of new Neo Humans."

MSI3:  "Strength, Flight, invulnerability, telepathic resistance, speed...where did you find this one?"

Valerie looks at Peter and then answers " Xavier.  We found him through an ecrypted file at the X Mansion years ago.  We've been monitoring him for years waiting for his abilities to manifest and then when we devoloped the suit technology...well Director Gyrich had already had him groomed."

MSI2:  Always the forward thinker, Peter.

Peter:  Well if he did manifest he'd be ours but this...this makes it so much better.

MSI3:  And who is he related to...

Peter:  Sorry sir, that is on a need to know basis, but trust me when I say, a very, very heavy hitter.

MSI1:  This committee already approved of your funding and this was just a formality.  You see America wants it's own Department H...but this....this is so much better.  Alpha Flight does Canada proud but still there have been hiccups....this seems perfect.  Proceed."

MSI2:  So what do we call this guy?

Peter :  Marcus Williams, Patriot One.
